Participation of Educational Institutions in NRC-FOSS

Engineering Colleges and Universities in India can participate in, and contribute to, the FOSS Movement in India in a variety of ways, formal as well as non-formal, through the medium of the National Resource Centre.

The formal mode of participating in the activities of NRCF by the Engineering  Colleges  consists of  sending their teachers to NRCF to get trained in FOSS, setting up a FOSS Lab in their colleges, offering  FOSS Electives for their students in the regular BE/MCA  Programs in their colleges, as well as enabling the students and faculty to carry out the final year projects in the FOSS area. These would be coordinated centrally by  NRCF jointly with the Anna University administration. In the present phase of the activity, this mode of participation is initially limited to the Engineering Colleges that are constituents of, or are affiliated to  the Anna University. This is expected to be extended to the  colleges all over the country during the next phase of this activity.

The non-formal mode of participation by the Colleges in the NRCF activities include getting their teachers and students exposed to the FOSS area through visits and meetings, carrying out FOSS related student projects and other activities, sharing of FOSS resources, participating in  the  training programs and the annual FOSS Congress organized by NRCF, etc. Institutions from all over the country are encouraged  to do so.

 

a) Details of the  formal  participation by Anna University affiliated colleges

 

The goal of the formal participation by the Engineering Colleges that are constituent units of ,or are affiliated to , the Anna University  is to produce  about  3000 BE s / MCA s / MSc (CS)  every year who have done the  two FOSS  Electives as a part of their curricula. It is also expected that  many of them, if not all, would also have done their final year project in the FOSS area. This goal is planned to be achieved as follows:

 

  1. 50  such colleges would be selected by NRCF  through open advertisement for participating in the program.  For this, the colleges have to give an undertaking as described under.
  2. Two teachers would be selected by the NRCF from each of these colleges and  trained at the NRCF in  Chennai  in teaching the two FOSS Electives in their respective colleges. All expenditure in connection with this, including the travel and stay of the participants, would be met by the NRCF.
  3. NRCF would set up a FOSS Lab in each college for which the college need to provide only the space and hardware support.
  4. Anna University would introduce two FOSS Electives in the curriculum for the BE/MCA classes, preferably to be offered during the 6th and 7th Semesters of the BE or the 4th and 5th Semesters of the MCA programs. The Syllabi for these  Electives would be developed by the NRCF in coordination with the Anna University.
  5. Each college would offer the two Electives to a batch of  about  60 students each year, as well as  have some of the FOSS related Laboratory classes as a part of the regular lab curriculum. Jointly with the NRCF, these colleges would also encourage  and enable these students to do their final semester projects in the FOSS area.   

All the costs associated with this would be borne by the NRCF.

 

b) Benefits to the participating colleges

 

  1. Getting two of their teachers trained free of cost in the FOSS area who are then enabled to take the two elective courses.This Training would be considered for the career movement of the teachers.
  2. Getting a FOSS Lab set up free of cost with only the hard ware cost borne by the colleges.
  3. Getting support for offering final year projects to BE and MCA students in the FOSS area free of cost.
  4. Colleges and teachers would be awarded participation certificates. Recognition  for outstanding performance  would also be given in the form of  prizes and awards.
  5. Automatic first level entry to the college for participating in the annual FOSS Congress organized by the NRCF. Best project awards would be distributed during the FOSS Congress.
  6. Getting networked into the international FOSS Community and gaining  visibility in the FOSS  domain nationally and internationally, leading to better placement opportunities for the students.

 

c) Commitments to be made by the Participating Colleges

To be selected to participate in the NRCF Program, the colleges would need to agree to the following:

  1. Offer the two FOSS Electives as per the guidelines of NRCF and Anna University to one batch of  about 60 BE/MCA/MSc students every  year- typically in the penultimate semester of the program and one semester before that, starting from Dec 2005.(6th and 7th semester for BE s and 4th and 5th semester for MCA s)
  2. Nominate two teachers selected by NRCF to undergo training in NRCF Chennai during the summer of 2005 (three weeks), winter of 2005 (one week), and summer of 2006 (four weeks). Ensure that these teachers would be the ones who would be offering the two FOSS Electives in their colleges.
  3. Provide Hard ware Support to the setting up of a FOSS Lab, as well as have some FOSS based Experiments included in the Lab classes for the BE (CSE/IT)  and MCA classes.
  4. Encourage and support students who have done the FOSS Electives to carry out their final year projects in the FOSS area.
  5. Participate in, and  provide support  to, the activities and programs of the NRCF, including the Annual FOSS Congress organized by it.  

d) How to join the program?

The colleges have to apply in response to an advertisement that would be issued by the NRCF by the end of April, giving their consent to abide by the commitments listed above. The application as per the format (College application)  should give full details of the C S E, I T, M C A, M. Sc (CS) programs run by them, including the student intake and  their performance in the Anna University Examinations and placement interviews, Faculty strength and qualifications, infrastructure and laboratory facilities, standard of student projects, etc. Details of any PG programs in the CSE/IT areas may also be provided. Of particular significance would be information regarding any FOSS initiative/interest that the students, faculty and management of the college has taken so far. You may also state any steps that you plan to take to promote FOSS  over and above  the commitments that you are giving as a part of this program. In short, your application should make out a clear and strong case for your college being selected for this national program.

Each college should forward the application of 4-5 eligible teachers  from the CSE/IT/ MCA programs as per the format attached (Teacher application). The selection would be based on  the qualifications and  experience, as well as  aptitude and commitment to get trained in FOSS and then to teach and guide the students in this area. The colleges and teachers would be selected based on the merits of the applicants. Maximum of  two teachers would be selected from each college from the list forwarded by the college, and they would be required to attend the first FOSS Training Program during  June 05.  If however at least  two teachers from the list  recommended  by the college do not qualify to be selected, then the college concerned would   be dropped from the list for this phase, and they can apply again during the next phase.

The selection of the Colleges and the Teachers would be done by the FOSS Centre, and their decisions in this regard shall be final.
